The preposition por followed by infinitive may indicate that something has not been already done.
Los platos están por fregar.
Nos queda mucho por hacer. Esto está por ver.
The former clauses maybe rephrased:
Los platos todavía no están fregados.
Todavía no hemos hecho gran parte del trabajo.
Esto todavía no se sabe.
The expressions with por are much more flexible.
